So back in February 2009, Canada decided to shift its countries of focus for bilateral aid. What is bilateral aid? Bilateral aid is aid given from one government to another, and used to help people in poverty.
Why are we talking about this? Because 8 low income African countries were dropped from the list and Colombia and Peru, 2 middle income South American countries, were picked up. the poverty statistics are not comparable.
We had a chance to catch up with the Minister of international cooperation Bev Oda to get the deeper story.
